Background
Vehicles used for the conveyance of abnormally heavy loads as well as overweight mobile cranes have to be approved by the permit office and entered in a “Register of Abnormal Vehicles and Vehicles used for Conveyance of Abnormal Loads” (AV register). When a vehicle is altered in any way, or ownership changes, or the operator changes, it must be re-registered, and these changes are reflected in the AV Register.
Before a vehicle is entered in the AV Register, the consultant must submit full details of the vehicle to the relevant permit office. The permit office requires that the vehicle is inspected by an engineer or technical representative from the permit office. If compliant the vehicle details will then be entered in the AV register of that province and a sequence number and/or an AV number will be allocated to it. The owner will be advised as to the maximum load for which a permit will normally be granted. Vehicles are normally AV registered in the province where they are licensed.
Sequence Registration
All component vehicles, i.e. Truck Tractors, Dollies and Trailers will initially be registered separately and be referred to by their licensed registration numbers and by a sequence number.
The vehicles need to be inspected by the engineer and sent for the weighing procedure. Please refer to the “Requirements for inspection and methods for weighing”.
Once this has been completed, only then do we send in the application to the permit office for the engineers to issue us a valid sequence. Thereafter, we apply for the AV document. A registration fee is levied for each sequence registration.
AV Registration
The specific combination of vehicles analysed, and the combination is allocated an “AV number”. These particulars and the limits of usage of these vehicles and combinations of vehicles is recorded in the AV register. Any trailer may be matched with a number of Truck Tractors of the same or better specification. The AV document must be renewed every five (5) years to ensure the register remains current, as well as to reflect any changes and alterations made to these vehicles. A combination registration will be valid while the individual vehicle (Sequence registration) in the combination is valid. A registration fee is levied for each AV registration.
